Detailed report on the international hub established April 2020

Pandata was founded in April 2020 making them one of the first covid specific groups and they are also one of the most influential within the network, providing a model and members for groups that would come later like HART and the EU wide Doctors for Covid Ethics. Nick Hudson founded Pandata, a private equity investor with a background in business and finance he serves as the chairman. 

Although based in South Africa, Pandata has operated as an international organisation engaged in covid minimisation, whilst having members from anti-vax groups they aren’t being openly anti-vax however they have produced plenty of resources used by anti-vax groups, the most well known being a statement questioning if the vaccine was beneficial for anyone.

The HARTleaks revealed how Pandata operates as a hub for the network to share resources and coordinate messaging, running a weekly meeting which members of other groups like HART have an open invite to attend and sympathetic members of the media also attend as guests.

International Hub

 Unlike many other groups that have a dozen or so members, Pandata has an extensive team and professional organisational structure although the identities of some controversial members have been hidden from the public. Fortunately the HARTleaks included a copy of Pandata's organisational structure, the members listed are involved in a large number of campaign groups and organisations across continents. Members have seeded false narratives about death tolls and false positive PCRs, they have sought to undermine every measure to cut transmission from masks, asymptomatic transmission, lockdowns, testing, they have made repeated claims the pandemic is over, predicted there would be no second wave, members have promoted conspiracy theories about Bill Gates, the WHO, lockdowns being a Chinese conspiracy theory, some have even questioned if viruses even exist. 

Even if some members do not believe in all the narratives their colleagues promote, they are well aware of their beliefs and are still willing to collaborate with conspiracy theorists and anti-vaxxers to create the alternative science base of the sceptic movement, even though some of these organisations are engaging in the violent rhetoric of putting vaccinators and health officials on trial, Nuremberg 2.0 as they call it. 

It seems undeniable that the group has influenced the pandemic strategy of more than one government. Members of the group Scott Atlas and Paul Alexander found themselves working inside the Trump White House, other members had meetings with the UK government, while working closely with elements of the Republican Party and the Covid Recovery Group of Conservative Party MPs, in other countries they sought to foster relationships with right wing political parties and as members facilitated the creation of an ecosystem of groups they also built close ties to elements of the right wing media and developed a network of alternative media, websites, YouTube channels, podcasts and blogs.

Pandata Scientifc Advisory Board

Pandata’s Scientific Advisory Board members include the Great Barrington Declaration’s authors Gupta, Bhattacharya and Kulldorff, Scott Atlas and Michael Levitt who with John Ioannidis were the early advocates of herd immunity as a strategy, lobbying the Trump administration in March 2020.

The US Covid Oversight Committee’s investigations into the pandemic response has produced an evidenced report titled The Atlas Dogma. Chairman Clyburn released the following statement on the report. 

“The Select Subcommittee’s investigation has revealed extensive evidence of the Trump Administration’s efforts to undermine the nation’s public health response to the coronavirus crisis in an attempt to benefit the former president politically. As today’s report makes clear, senior officials in the previous Administration embraced a dangerous and discredited herd immunity via mass infection strategy promoted by non-expert advisers like Dr. Scott Atlas and recklessly allowed the coronavirus to infect Americans before vaccines were widely available. This dereliction of duty resulted in significant loss of life that could have been prevented. We must honor those we’ve lost by bringing this shameful recent history to light and ensuring that it is never repeated—politics must never again be prioritized over the health and lives of the American people.”

 Other members of the advisory board include Scott Jensen, a Republican politician standing for governor of Minnesota and a member of World Doctors Alliance. Ellen Townsend and Koral Sikora, GBD signatories from the UK who both became HART members. Townsend has worked closely with the UK based Us for Them group who have opposed all efforts to cut transmission in schools, providing evidence for their legal letter to the UK government in June 2020 challenging school closures, she is now a member of Collateral Global and also advanced the idea the pandemic was an artefact of testing as a member of PCRclaims. 

A cancer oncologist, Sikora appeared regularly across the media in 2020 claiming herd immunity meant it was impossible for there to be a second wave. Sikora was a signatory of the GBD and Safer to Wait campaign that called for a halt of vaccines for under 16 year olds, their website refers to FLCCC and BIRD (British Ivermectin Research Development group) suggesting ivermectin and other unproven treatments as a safe alternative to vaccination. 

Other members of the Advisory Board are Paul E Peterson, a senior fellow at the influential Hoover Institute and Sucharit Bhakdi a German microbiologist who claimed in March 2020 that the German peak would only be 30 deaths a day, in November 2020 his Youtube channel was taken down due to disinformation, and he went on to be a member of the antivax Doctors for Covid Ethics. In 2021 he also formed a new political party dieBasis which comes from the German anti-lockdown/anti-vaccine movement Querdenken that has been accused of conspiracy theories, anti-semitism  and providing a home for the far-right. 

Michael Yeadon

The final member is Michael Yeadon, a former Pfizer scientist now retired, he was a key person in advancing the idea of a “casedemic”, questioning the reliability of PCR tests by claiming the majority of cases were false positives and manipulating data to produce anti-vax papers, the most egregious of these being the claim that vaccines caused infertility in women and could harm unborn babies when the reality is that pregnant women are at increased risk from covid. His background of working in big pharma was well received by the sceptics who treated him like a whistle blower from inside the industry, after being banned from Twitter he disappeared from mainstream media but continued being a workhorse for the disinformation network, keeping track of all the groups he’s supporting has been a challenge as he collaborates across borders. 

Besides Pandata he was a founding member of Doctors for Covid Ethics, an Europe wide anti-vax group that formed in early 2021 with members mainly from Austria, Germany and the UK which included other prolific high profile anti-vaxxers such as Wolfgang Wodarg, Andreas Sonnichsen and fellow Pandata Scientific Advisory Board member Sucharit Bhakdi.

 In the UK he was an original member of HART which shares many members with the wider Pandata Team, in Germany Yeadon works closely with Reiner Fuellmich becoming increasingly extremist with claims about global conspiracies to depopulate the world with vaccines.

In the US Yeadon is a member of the Truth for Health Foundation, a bizarre mix of anti-vaxxers, natural health advocates, nuns and reverends, the website leads to outlandish science fiction spiritualism akin to scientology.  Other Pandata members in the Truth for Health foundation are Peter McCullough, Canadian Rodger Hodkinson and Paul Alexander, a Trump advisor who was accused of manipulating covid data.

Truth for Health Foundation merges religion with the anti-vax movement, currently they are seeking to create a network of church based telesales schemes selling alternative treatments.

Other organisations Yeadon has either founded or been a member of include PCRclaims, ChinaFiles, Liberty Places, Liberal Spring and Covid-19 Assembly. By 2022 Yeadon was living in the US advising America’s Frontline Doctors alongside Joel Smalley, fellow HART and Pandata member.

Pandata Team Members

Pandata’s membership list contains many of the most prolific and popular members of the sceptic and anti-vax movement, its extensive and organised into troles; doctor, social scientist, data scientist, economists/investors, writers. content, communication, admin, lawyers, members and collaborators. Members are generally linked to multiple other groups and campaigns associated with disinformation.

Doctors include:

Tess Lawrie founder of BIRD, sister organisation to Pierre Kory’s FLCCC ivermectin and alternative treatments group, she is also a founding member of the World Council for Health and a HART member.

Rodger Hodkinson, a Canadian involved in the Trucker protests, has worked with many Canadian based groups and is also a member of the US Truth for Health Foundation and worked with the UK Covid19Assembly alongside fellow Pandata members Clare Craig, Martin Kulldorff, and Francis Hoar, other individuals involved included Toby Young and Claire Fox of the former Revolutionary Communist Party.

Scientists include:

Ivor Cummims, one of Ireland’s main exporters of disinformation, whose videos boast a large online audience.

Paul Alexander, another key individual named by the Covid Oversight Committee alongside Scott Atlas. Brought into the Trump administration in late March as an advisor in the Department of Health and Human Services, emails detail how Alexander sought to silence CDC scientists in a “campaign of bullying and intimidation” that lasted five months as he accused the CDC of “undermining the president by what they put out”. Throughout his time in government Alexander sought to weaken health advice and downplay the seriousness of the pandemic in pursuit of a mass infection strategy advocated by fellow Trump advisor and Pandata member Scott Atlas. 

Alexander was a participant in the Truckers protest in Ottawa, is a board advisor for Taking Back Our Freedoms, and Defeat the Mandate sponsors the International Alliance of Physicians and Medical Scientists and The Unity Project. He is also involved in the Brownstone Institute which is linked to the Koch funded AIER.

Lawyers include:

Stacey Rubin from the AIER and Brownstone Institute. Francis Hoar who was part of Simon Dolan’s legal team for the original legal challenge in the UK against lockdowns. Hoar has spent the pandemic leading a succession of legal challenges doomed to fail as a form of PR campaign.

Data scientists include:

Harrie Bunker-Smith a HART member who coordinates with a number of other UK groups. Patrick Fagan, a behavioural psychologist who worked for Cambridge Analytica.

Patrick Fagan from Cambridge Analytica

Patrick Fagan, former lead psychologist at Cambridge Analytica whose parent company SCL Group ran military disinformation campaigns for the US and UK governments primarily in developing countries to manipulate public opinion and political will. During the UK’s referendum on leaving the EU and the 2016 Presidential Election Cambridge Analytica and supporting organisations harvested the personal data of 87 million Facebook users to create psychological profiles of people, which were then used for behavioural microtargeting.

Cambridge Analytica may be gone but the methods remain. Military psy-ops designed for use in foreign countries by the UK and US have been privatised and turned on our own populations. It also appears that the vast quantities of personal data that was harvested could still be in use, and likely added to in the years since. 

With a track record of working for the gambling and tobacco industries to encourage people to make decisions that can harm their health and finances, Fagan has been involved in a number of groups including Covid19Assembly with its proposed deaths audit to show covid deaths have been intentionally inflated and unverified vaccine side effects reporting form, and PCRclaims which also sought to minimise covid with the false positives narratives. Besides minimising, both organisations advance the fundamental building blocks for most covid conspiracy theories, if the people don’t believe governments are being honest about covid then that opens the door to asking, what is the real agenda? 

 When I received the HARTleaks and started reading through the chat logs, I discovered Fagan was advising the group on messaging and communication strategy from a psychological approach I wondered if and how data could have been collected and used. 

I suspect Fagan has been involved in the consistent messaging seen across groups and across borders as we have repeatedly seen the same phrases appearing in multiple countries at the same time.  On 2 February 2021 he explained how data could be used to understand those they needed to persuade and the type of messaging required.

The next message is Jemma Moran celebrating fellow member Clare Craig’s appearance on TalkRadio where she told presenter Mark Dolan “there cannot be any doubt we have reached herd immunity in Britain”, on 9 April 2021…

Note the mention of Nudge by Fagan. Usually Nudge is what the sceptics accuse the Government of, nudged into coercion to comply with restrictions, nudged into being vaccinated and nudged into “living in fear.” Coincidentally Fagan wrote several pieces on the Government’s manipulative use of Nudge for HART members to use; accuse the opposition of what you are doing, if you get caught then you’ve set up the narrative to play the “both as bad as each other” card, which in itself serves a purpose increasing confusion and apathy.

After Fagan produced a paper on Nudge strategies the HART chat set up two new channels Psych Ops and Nudge, the first focusing on “strategy materials to effect change in public beliefs / behaviour”, however Psy Ops was later changed to Persuasion after members worried that in the event of a leak or a hack it would look hypocritical if it was discovered they were using covert strategies which they had accused the ‘other side’ of using. 

A regular discussion in the HART chats was how to discourage parents from vaccinating their children, they began preparing their messaging many months before vaccines were approved for 16 and 17 year olds in the UK.

In June 2020 Fagan was a speaker at Nudgestock2020, a virtual event organised by Ogilvy Consulting, also in attendance was Cailbre Sugrue founder of Sugrue Communications which had released Sunetra Gupta’s “Oxford Report” on herd immunity.

Personalised Persuasion. The psychology of influence was previously limited to sending the same message to the entire audience. Data and technology advances now allows us to send different messages to different groups of people. Meanwhile, behavioural science research has demonstrated how different groups responds to different messages, including tone of voice, aesthetics and ‘nudges’.

For example

• Open people prefer more verbose messages

• Conscientious people are ‘nudged’ by free gifts

• Extroverts prefer diverse, stimulating aesthetics

• Agreeable people like ethical brand propositions

• Neurotic people are more risk averse

Fagan explained at Nudgestock how the power of digital profiling allows all sorts of predictions for example “We can predict that this person is more likely to be unfaithful - to cheat on their partner…Then you might serve them adverts for infidelity websites.”

He then goes on to analyse the adverts of a well known infidelity website explaining how he would improve the advertising to tempt more people onto the site. However later on he appears to turn to phrenology suggesting “the shape of your face is linked to your personality.” I wonder how he explains identical twins who develop different personalities. 

His own consultancy company, Capuchin Behavioural offers “to get real-world results for commercial and institutional and political means” and “big data to find and target the right people.”

Cambridge Analytica might be gone, but its legacy lives on and appears to have been harnessed for use in culture wars, extremism recruitment and covid disinformation.   

Communist Lockdown Fraud Conspiracy

Pandata’s Stacey Rudin, Clare Craig and Francis Hoar were signitories of a letter sent to the intelligence agencies of UK, Australia, Canada, Germany and the UK titled “The Chinese Communist Party’s Global Lockdown Fraud” accusing authorities around the world of collaborating with the Communist Party to bring about unneeded lockdowns as part of an elaborate plan to permanently remove our freedoms. 

Other signatories include Attorney Michael Senger, Retired Brigadier General Robert Spalding, Sanjeev Sabhlok, Brian O’Shea who called for the assination of the leaders of national health authorities, Simon Dolan who funded conspiracy theorist David Icke’s 2019 Renegade film, and Maajid Nawaz an LBC presenter at the time whose contract was cancelled by the radio station.

The letter was promoted by sceptic influencers including Daily Sceptic and Free Speech Union founder Toby Young and the AIER’s Naomi Wolf who has been removed from Twitter for disinformation and conspiracy theories including the claim she overheard Apple employees talking about vaccines containing time travelling nanoparticles.

A Brief Timeline - 2020

March 2020: Herd Immunity advocates including Scott Atlas, John Ioanidis, Jay Bhattacharya Martin Kulldorff etc alongside corporate and political interests lobbied Trump against lockdowns and other measures.  The same arguments are made in the UK and elsewhere

UK goes into lockdown and Sunetra Gupta publishes her paper claiming no need for measures as herd immunity is about to be reached.

Paul Alexander becomes an advisor for the US HHS and seeks to undermine the CDC and public health messaging.

April 2020:  Lockdown Sceptics (founded by Toby Young and praised by the AIER) is founded in the UK. Acts as an alternative media outlet to promote the work of organisations like Pandata. 

Pandata founded, linking the herd immunity lobbyists to a wider cross border network and providing an organisational hub. Pandata members went on to facilitate the creation of multiple groups within their own countries

Pandata members involved in launching legal challenges against lockdowns and other measures in multiple countries.

May 2020: America’s Frontline Doctors is founded by future January 6 insurrectionist Simone Gold with support from elements of the Council for National Policy including Tea Party Patriots, Americans for Prosperity and the Heritage Foundation. 

FLCCC is formed by Pierre Kory and Paul Marik

Us For Them form in the UK with the support of Pandata advisory board member Ellen Townsend. The group campaigns against any attempts to reduce transmission in schools, and begins with the support of an expensive top US legal team to threaten legal action against the UK government. 

Members of Pandata are involved in founding the World Doctors Alliance, an anti-vax group that promoted the Nuremberg 2.0 narrative that calls for nurses and doctors to be put on trial. Umbrella anti-vax organisations like the Medical Freedom Alliance and World Freedom Alliance oversaw the proliferation of linked campaign groups in multiple countries.

July: Scott Atlas is hired by Jahred Kushner to join the Trump White House Team. Alongside fellow Pandata member Paul Alexander they seek to undermine public health messaging and the pandemic response.

Us For Them have meetings with UK ministers, the Scottish chapter post a picture of themselves with Boris Johnson. Us For Them are receiving PR support from Ed Barker who had a key role in Johnsons leadership campaign and the Vote Leave campaign, Barker also works with Conservative MPs and various groups linked to opaquely funded think tanks in the Atlas Network.

August: Scott Atlas’ group of herd immunity lobbyists including Bhattacharya and Kulldorff meeting in the White House with Trump. 

September: While the government’s scientific advisors (SAGE) were recommending the introduction of measures an open letter was published calling for the end removal of measures written by Gupta, Heneghan, Sikora and Sam Williams, signatories included other Pandata members including Ellen Townsend.

Chancellor Rishie Sunak organised a government meeting with Sunetra Gupta, Carl Heneghan, and Anders Tegnell who was leading the Swedish pandemic response. There are no written records from the meeting. The UK chooses to go against their own SAGE’s advice.

Restore the Balance is founded by Jon Dobinson who has links to the Council for National Policy via World4Brexit. 

October: Great Barrington Declaration is published, written by Gupta, Kulldorff and Bhattacharya and signed by Pandata members.

PCRClaims promoting the PCR false positives narrative forms, members include Pandata members Yeadon, Townsend, Joel Smalley, Nick Hudson, Clare Craig and Patrick Fagan, Other members include Narice Bernard of HART and Jo Rodgers of Lawyers4Liberty

Recovery Alliance is created, linked to Dobinson’s Restore the Balance and Us For Them.

Covid Recovery Group of Conservative MPs forms, receives funding from the Recovery Alliance and Luke Johnson who later is a guest speaker at a Pandata event and is involved with the Together Declaration, the UK equivalent of the US’ Defeat the Mandates campaign. 

November: Collateral Global incorporated, they would go on to fund an All Party Parliamentary Group. Members include Gupta, Bhattacharya, Kulldorff, Townsend, Jennie Bristow of HART and Spiked Online, formally of the Revolutionary Communist Party, and Andreas Sonnichsen

December: UK Medical Freedom Alliance is founded

Time4Recovery is founded, linked to Dobinson’s Restore the Balance and Recovery Alliance it produces a joint letter and provides PR support to Us For Them

January 2021: HART launches to a select group of Conservative MPs and journalists who have promoted the GBD, many members are from Pandata including Yeadon, Craig, Smalley, Anthony Hinton, Edmund Fordham, Patrick Fagan, others include UK Medical Freedom Alliance founder Liz Evans, Ros Jones from Us For Them and Will Jones of the Daily Sceptic
